Compact Refrigerator Heating Up On Sides, is that Normal?

We currently bought a GE 2 Door Compact Refrigerator at Wal-Mart for $124.00 and after setting it up and plugging it in, we noticed that the left and right side of this appliance was heating up. Is that normal? Also, we've had it plugged in for 24 hours and the refrigerator part isn't getting cold even when turning up the temperature level, but the freezer is working just fine.
